You really should crop that scan better, as it takes away from the image otherwise and just makes it look tacky.
It's a decent drawing, so show some respect for your work and give it the treatment it deserves. :3
Irfanview is a great little image viewing program, and it makes cropping and resizing super easy. It's what I use.
As for the drawing itself it's really not bad! You've got a cute little cartoony thing going on there, I'd just suggest emphasizing the chest less so that it matches up with the tummy.
